[ Conditions to Obtain this Permit ]

  • You must be a retired foreigner or a pensioner from governments, international organizations, or private companies.
  • They must receive a lifetime pension of more than $1,000 per month and have sufficient resources for their maintenance and that of their dependents.

  1. Power (notarized) and Application. The power must contain the name and nationality of the applicant's parents.
  2. Three (3) photographs.
  3. Properly certified copy of the passport (Notarized or corresponding Authenticated).
  4. Criminal Record Certificate - Apostilled.
  5. Health Certificate.
  6. Affidavit of Personal Background Form.
  7. Certification of your status as a retiree or pensioner by foreign governments, international organizations, or private companies, certifying that you receive a lifelong pension of no less than one thousand balboas (B/.1,000.00) per month or its equivalent in foreign currency - Apostilled.
  8. Additional economic solvency of two hundred fifty balboas (B/.250.00) per month for each dependent, which can be justified with additional pension or local bank reference.
  9. Certificate of Public Registration of the property (if applicable).
  10. If it is a pension or retirement from a private company, the following must be provided in addition to the requirements established in this article:
    1. Letter from a foreign company managing pensions, trusts, mutual funds, insurance, or banking, certifying that it manages funds for the company or the applicant. - Apostilled
    2. Certification of existence and validity of the company, which grants the pension and manages the fund. Copy of payment receipt or bank statement.

Exceptions to the Rule: 

1. In the event that the applicant has acquired a property in their personal name within the national territory for an amount exceeding one hundred thousand balboas (B/.100,000.00), the pension may be for a minimum of seven hundred fifty balboas (B/.750.00).

2. In the cases of spouses, it will be possible to combine both amounts to meet the established minimum pension, which is one thousand balboas (B/.1,000.00).

3. In the cases of dependent children, their permit will be temporary until they turn twenty-five (25) years old, provided they prove that they are studying in Panama; however, they will not have the right to residency or the status of pensioner, except for those dependent children who have a proven severe disability.

4. This permit is indefinite, so it will not require an extension.
